POSITION SUMMARY
The CAO is a dynamic strategic thinker, responsible for the overall management of the operating affairs of Westbank First Nation, including the planning, financial oversight, program and project development, administration, human resource management, economic development and the general business-related affairs of WFN.
 
The CAO supports the Council priorities established in the WFN Strategic Plan through incorporation of those priorities in departmental operational plans and ensuring management works to meet key objectives. The CAO provides support and advice to Council in the development of programs, projects, policies and strategies to meet the immediate needs of the community, while ensuring a prosperous future for generations to come.
 
Building relationships with the community is essential for success in this role. The CAO ensures that Member voices are heard and resulting programs are tailored to the unique needs and culture of the WFN community. The CAO attends General and Special Membership Meetings, and other community meetings as deemed appropriate and necessary by Chief and Council.
 
The CAO provides leadership and direction to Department Directors in the development and management of WFN’s programs and services. The ideal candidate will be a visionary who will inspire Directors to improve government programming and services. Setting high expectations and ensuring Director’s meet objectives will be of the utmost importance.

QUALIFICATIONS
EDUCATION and EXPERIENCE
• Prefer Master’s Degree in Business or Public Administration, or equivalent formal Education Certificate;
• Minimum Bachelor Degree in Business or related discipline;
• Prefer applicable Post-secondary Courses or formal training, including Accounting / Budgeting, Management / Supervision, Strategic Planning, Team Building, and Human Resource Management.
• Ten (10)  years of practical experience in government administration with at least three (3) years’ experience in a senior management position;
• Demonstrated experience in staff and budget management, planning, policy development, and program management.

 
OTHER QUALIFICATIONS, KNOWLEDGE AND SKILLS
• Knowledge of provincial and federal programs and policies, especially as related to Indigenous affairs;
• Strong analytical, oral communication, and writing skills;
• Ability to consistently demonstrate tact, discretion, and sound judgment while dealing with sensitive issues in a political environment;
• Ability to provide strategic analysis and policy advice to Chief and Council;
• Ability to manage, plan, direct, and control the financial, human resource, and operations components of a local government;
• Ability to organize, prioritize, and control workload;
• Ability to work both independently and within a team setting;
• Knowledge of First Nation culture and governance;
• Impeccable integrity and professionalism;
• Excellent leadership and teambuilding skills;
• Lifestyle and comportment consistent with the importance and responsibilities of the position;
• Working knowledge of related government regulations and policies (Crown Indigenous Relations, Indigenous Services Canada, Canada Labour Code, etc.);
• Knowledge of First Nation Self-Government;
• Willingness to learn and apply syilx language and culture within a government setting.
